Prospective applicants must meet all of the following eligibility criteria:
1. Citizenship: Must be a citizen of a partner developing country.
2. Official Recommendation: Must be officially recommended by the government of their home country.
3. Employment: Must be a government or public sector employee working in the field of aviation. - Applicants from the private sector may be considered upon review and approval by MOLIT.
4. Health: Must be in good physical and mental health.
5. Education: Must have completed a bachelor's degree or hold an equivalent qualification from a college or university.
6. English Proficiency: Must have strong command of both spoken and written English, sufficient to take courses conducted entirely in English and to write academic reports and a thesis.
7. Scholarship History: Must not have previously participated in or withdrawn from any Korean Government Scholarship Program.
